(2) Official memorandum of District court, Coimbatore in A.NO-434/1999 dated 27-1-2000. My father, Late.V.Balakrishnan was working as the Judicial Magistrate No-III Thiruppattur. He died during his service on 25-6-1996. To my father, myself and my mother, Smt.Parvathavardhini and my younger sister, Miss. B.Dhabashree are the legal heirs. At the time of my father death, I was aged 12 years and my sister was aged 6 years and we were studying in school. My mother was also ill due to which, she was unable to seek for the job. Subsequently, on 25-9-1999, I applied for a job before the Hon’ble High court, Chennai on compassionate grounds and I was studying 11th standard at that time. For that application, no order seems to have been passed till date. I respectfully submit that I was put to understand that as per the G.O.Ms NO-1479(POL) XV- Department dated 9-11-1999, the application for the appointment based on compassionate grounds has to be made within THREE YEARS from the date of death of the Government servant and this order seems to have promulgated from the date, 26-6-1995. I respectfully submit that I gave my application for the employment under compassionate ground only after three years and three months after the death of my father. Considering this aspect, no order has been passed on my application for job, till date. My father died on 25-6-1996 and I gave my application on 25-9-1999, with 92 days delay. We could not able to apply for the employment under compassionate grounds within the prescribed period of three years after the death of my father. I respectfully submit that my mother is still a patient. I was completed my B.Sc – computer science and my sister also studying. My mother has no job or no income. As she is a patient, she could not go for any job. We have been living at our maternal grand mother’s house at komaralingam. We are living in a critical situation due to lack of income and livelihood. Our future has become pathetic and speculative. Under these critical circumstances , unless the delay of 92 days in submitting my application for employment under compassionate grounds, we will be put to great hardship and the very survival of our family will be greatly affected. I served as a Medical Officer from 24/06/2008 to 03/06/2009 at E.C.H.S., Polyclinic Thanjavur town .Pin 613001,Tami Nadu. The Marginally noted accused is an Officer In Charge. His activities and behavior with lady patients appear to be unwarranted affecting their minds psychologically . On 19/03/2009 at 08.00 Am Thiru Arasu called me in to his room and suddenly he caught hold of my right hand with intention of outraging my modesty. I pulled my hand and left his room .There are two strong eye witnesses namely 1.Thiru Arivalagan (Ex. Serviceman ) and 2 Thiru Chinnadurai. Up to 4 pm I attended my routine Hospital work. On 20/03/2009.in the morning, I contacted Thiru Raja Colonel Officer IN Charge ECHS CELL Trichy by Phone and narrated the offence committed by C.T.Arasu and I wanted to give a complaint against him. Thiru Raja directed me to meet him with my complaint on 23/03/2009.in the morning. Since Saturday and Sunday are Holidays Accordingly on 23/03/2009 at 10 am I visited Trichy with my husband and gave a complaint to Thiru Raja Colonel ,he received the complaint and directed me to attend an enquiry on 26/03/2009. Accordingly again I with my husband visited Trichy and presented myself before Raja. The alleged accused also was present for the enquiry I explained all the atrocities and the nature of the offences committed by C.T.Arasu. Raja also enquired Thiru Arasu and Arasu is not able to give satisfactory explanation. Thiru Raja finally told me that he could not take any action against Arasu and if you want to go to Police to lodge a criminal complaints , it was your liberty and you were free to give complaint before the Police. As per his directions I left his Office. On 27/03/2009 in the morning I with my husband visited Thanjavur Town East Police Station and gave a complaint against Thiru Arasu .The East Police registered F.I.R.( First Information Report) in Cr.No.221/2009. U/S 4 of Women Harassment Act 2002 on 07/04/2009.The Sub – Inspector Tmt. Amudha Rani took up the case for Investigation. She examined the two eye witnesses 1. Thiru Arivalgan.2.Chinnadurai and recorded their statements. They clearly deposed that they saw the crime .The Accused Arasu absented himself from 08/04/2009 to 03/05/2009 at his Office for fear of Police arrest and the Polyclinic was without him in the said period not even nobody bothered to disburse March and April month salaries. Mean while Arasu filed an Anticipatory Bail petition before the sessions Court Thanjavur. On 15/04/2009 his bail petition came for hearing.The Govt. Public Prosecutor Mr. Namachivayam argued that the Arasu used criminal force by catching the right hand of the Lady Doctor A.Sharadhamma M.B.B.S.,P.G.D.H.S. with the intention of outraging her modesty which is an atrocity and Harassment against a Women Doctor and strongly objected the Bail. The learned sessions judge after hearing the strong objection from the Public Prosecutor, the judge observed that the allegations leveled against Thiru Arasu is a serious enough to warrant Custodial interrogation .Hence the bail petition stands dismissed. Again on 28/04/09 Arasu Filed another Anticipatory Bail petition before the same court .The Same Judge again Dismissed the bail petition without granting bail. Here I wanted to high light the facts that the Sub – Inspector Amudha Rani not even bothered to arrest the accused Arasu from 07/04/09 to 03/05/09. It is very lethargic and negligent act of the Sub- Inspector who allowed the Accused Arasu to be free for which departmental action may kindly be initiated against her. On 02/05/09. Thiru Raja Colonel sent a request for transferring the case to Military Authorities ,on the ground that the place of occurrence and the ECHS Polyclinic building belongs to the Head quarters of Trichy.On this technical point Thiru Raja Colonel Requested the Superintendant of Police Thiru Sampath Kumar to transfer the case to the Military authorities for their departmental enquiry .On receipt of this request the S.P. has ordered to keep the case pending and instructed the DSP Thanjavur Town to transfer the case to Thiru Raja Colonel Head Quarter Trichy. Accordingly the Thanjavur Police transferred the entire case to the Military Officer Head Quarter Trichy on 03/05/2009. for their Departmental Enquiry. Here I would like to point out the following facts .On 23/03/09 I with my Husband in the first instance I have not gone to Police but I went to Colonel Raja and gave this same complaint but Raja in order to save Arasu , he was reluctant and refused to take any action against Arasu. On Knowing the facts the Criminal Complaint was given to the Local Police and there are strong evidence to prove the offence and Raja expected that the conviction of Arasu by the court of law is imminent and inevitable. Thiru Raja in an emergency mood gave pressure and influenced the Superintendant of Police Thiru Sampath Kumar to agree for the Transfer of the case .This is only to save Arsu .Why Raja did not take any action on 26/03/09 when he conducted enquiry on this same complaint given by me and he was partial in that enquiry and used harsh words to suppress me and by this harassment he closed my mouth .Therefore I feel that there is a conspiracy between Colonel Raja and Sampath Kumar S.P Thanjavur to Save Arasu from the conviction.The S.P. did not get any legal opinion from the Learned Public Prosecutor to find out whether the Law permits to transfer the case for Departmental Enquiry. It is an act of Violation against Law by Military Authorities after registering a Cognizable case(F.I.R.).and moved to Judiciary Department for Anticipatory Bail by Accused. Therefore I request that orders may kindly be issued to cancel the Departmental enquiry and orders will be issued to continue the investigation by local Police.Colonel Raja and S.P. Sampath Kumar break the Law for their own convenience to save Arasu.If Defence and Police authorities endorse this illegal action ,it is a great injustice to me. Enclosure: 1Copy of the request sent by Raja 2Copy of the Dismissal Order of Anticipatory Bail Dated 15/04/09. Note : The cry of a lady Doctor and the goddesses of Justice is covered in black cloths by the Police and Army People( Colonel Raja). Here the Place of incidence is Ex Service men welfare building it is purely Owned by State Govt of Tamil Nadu(Under the Dist Collector Of Thanjavur) The Accused Arasu is a Retired Man(Now a Civil Person) and the Doctor is civil person and the place of occurrence is not a Army one it is a state Govt Building Colonel Raja, Superintendent of Police Thanjavur and DSP had discussions Telephonically and has covered the case from the hands of Justice.

Dear Dy. CM. I am from Egmore Constituency, I am working in Thoraipakkam. I use 2 wheeler for the travelling. Whereas on 19.06.2009 a Traffic Police constable was told me stop near Tharamani (beneath the OMR – Railway Bridge) and he told me stop for “Over speed” but I was travelling in the Service Line. I was travelling at the speed of 30-40 only, I said I was travelling at the speed of 40 only, the PC has no Speed Identifier with the Police man and he has no proof of Over speed. He told me to pay a fine of Rs.1500.00 in the Mobile Court or to pay a Rs.500/- to him as a Bribe. The Sub-Inspector also asking the same. He scolded me in such a bad manners. It hurts me very much. Please take a strong action against the Policemen which is under your control. The said Policemen are asking all the Public for the Bribe and telling that they travelled in High speed or not obeying the Traffic signal. All the lorries passes through the OMR road pays a Bribe of Rs.100 – Rs.1000, it is highest than the PM’s Salary. The Police told that “DMK Party has spent the money in the 2009 election and hence they are collecting the Money as Bribe and the Bribe Money is only for the DMK fund”. This statement gives the negative feedback from the Public. Police is the only Government servant directly reaches the Public in Positive or in negative manner. I can identify the Traffic Policemen and I can come to any court or forum with witness. Kindly take necessary action against the Policemen otherwise they will spoil the good will of this Government.

I came to know from the official website of the Employment Exchange (http://employment.tn.gov.in), that Government have issued orders granting special renewal concession twice for the registrants, whose renewal period lapsed during the period from 1.1.2004 to 31.12.2004 and 1.1.2005 to 31.12.2005 by the letter No.27205/N2/2006-1, dated 18/08/2006. I sincerely appreciate your effort that helped thousands of registrants in all over the Tamilnadu. In this juncture, if you can raise such a special renewal concession for the period including Jan 2007, many jobseekers including me would be benefited. Please kindly do the needful for my request. As I am from a poor family and sole earning member of my family, I will be very thankful if you consider my humble request. I have sent you the multiple mails to get your honorable help. Respected Sir, I have visited collectorate, Thiruvarur on monday for grivence purpose, i observed the following problems at collectorate complex. 1. No drinking water facility for employees/public. 2. No sanitary facility for public. 3. No maintenance of sanitary facility available at collectorate for employees. 4. Septic tanks are open/damaged. 5. No proper lighting and other basic facilities inside the collectorate building. 6. No hygienic canteen facility. 7. No proper drainage facility at collectorate complex. Please instruct the afficials to rectify the problems as early as possible.
