Concentrating on the budget, Mayor Stalin meticulously managed the income and expenditure of Chennai. These innovative practices that focused upon the welfare of the people helped him get re-elected for a second time in 2001.

Road Repairs:

Despite Chennai becoming a hub of industries and the regional centre for foreign companies, the increase in vehicle traffic began to rise. When Stalin took charge as Mayor, the city roads were in a terrible condition and more akin to village roads.

Under his administration, roads with bus traffic and pavements for a length of 302 Km were renewed at a cost of Rs 137 Crores. Interior roads for a length of 2023 kilometers were laid at an expense of Rs 139.32 Crores.

 

Brighter Streets:

Road lights were provided in all the streets of Chennai and the city was radiant at night. The lights were changed to sodium vapour lights at a cost of 9 Crores and under the administration of Mayor Stalin 1,04,980 sodium lamps were installed. In 32 important road junctions high mass lights were provided at the cost of 2 Crores and 5 lakhs.  During his tenure over 50,000 incandescent bulbs were replaced with sodium vapour lamps.

 

 

Development in the Educational Sector:

Upon providing basic and needy amenities of sanitation, water drains, lights and proper roads, the Mayor concentrated on issues pertaining to the development in the sector of education.

In India, only in Chennai, is there a hike in the number of corporation schools aided by the State Government. To improve the standard of education and to create a good opinion about the educational system in corporation schools, the Mayor took several measures. Students who passed XII standard examinations in 1996 accounted to 55%, and this was systematically raised to 78% in the next 5 years.

To educate poor children on par with scientific advancements and extend the best facilities, the Mayor provided computers and multi-media facilities in all corporation schools. Internet classes were started and 19 higher secondary schools were provided with internet facilities and L.C.D Projectors.

In a revolutionary and innovative manner community colleges were started in Chennai. Nearly 600 students were trained and 200 students had employment opportunities in private institutions. Moreover, one I.T.I was started and 2 technical training courses were offered.

Infant Schools:

For the benefit of poor kids, 30 kindergarten (L.K.G & U.K.G) schools with 102 teachers were started. Nearly 4500 kids enjoyed the fruits of this endeavour. Thus, the Kindergarden education enjoyed by the rich was made available to the poor.

 


Medicine:

Taking into consideration, the health and sanitary conditions of the people of Chennai, the Mayor paved way for providing standard medical treatment. Based on the request made by the councilors and the general public, he increased the dispensaries in the hospitals, scan centres, child care centres, maternity homes and constructed new buildings for these facilities as well. The medical records point out that during his tenure, between 1996 and 2001, the number of out-patients in 76 corporation hospitals who benefited from the treatment facilities had increased to 84.34 lakhs.
