Achievements

Storm Water Drains:

In 1996, heavy rains lashed Chennai for two months. To rescue and provide relief to the people affected by the floods was a great challenge for the corporation administration. As a permanent solution to protect people from the over flooding, low-lying areas were identified, storm water drains were laid and priority was given to desilting of old canals. An allocation of Rs 16.50 Crores in 1996, Rs 10.25 Crores in 2000 and Rs 5 Crores in 2001 was dedicated towards this task. During his tenure new storm water drains totaling to 135 km at a cost of Rs 76.44 Crores were laid and development work were carried out for a length of 88.6 Km. Due to the successful implementation and execution of these tasks, rainwater logging in key areas of the city were averted.

The Over Bridge:

Other than attending to topical issues, Mayor Stalin being an excellent administrator is also futuristic in his thoughts. Of all his welfare schemes, the plan and construction of over-bridges in Chennai was a big winner. After extensive planning to avoid discomfort to the public and traffic congestion, the over-bridges were built in 9 areas after getting the permission from the State Government of Tamil Nadu. While planning the cost of construction was estimated to be Rs. 94.50 Crores, but the 9 over-bridges were successfully constructed in only Rs 60.70 Crores.

The remaining Rs. 33.72 Crores were utilized for various schemes to improve people’s living conditions. Apart from the over bridges, an additional building with modern facilities was constructed in the Ripon building premises. The Sir. Pitti Thiagaraya Kalaiarangam was built at a cost of Rs. 98 lakhs in Thiagaraya Nagar during his tenure as Mayor.

Environmental Advancements:

Due to the mammoth development of the city, the maintenance of the environment became a challenge. The Mayor handled the situation in an effective and efficient way. Nature's beauty was retained in 18 important junctions of the city, in the form of parks and fountains. 81 parks were cleaned and maintained properly and many tree saplings were planted in Marina, Asia's second largest beach. The cattle flash centre at Perambur was maintained in a modern way avoiding environmental pollution.

Employment Opportunities and Employment Protection:

When 2400 sanitation workers were in danger of losing their jobs in Chennai due to the alternative modern practises, Mayor Stalin gave a transfer to them to other 7 regions; 2096 temporary workers were made permanent and 1688 working on daily wages were appointed on a consolidated pay.

When infant schools were built only 102 teachers were appointed. During his tenure as Mayor, 1767 middle school teachers, 80 graduate teachers, 60 P.G teachers and 113 graduate school teachers were appointed.

The promotion and increment due to officers and workers of Chennai Corporation was given in due time; 677 temporary drivers were made permanent and 676 heirs of workers who died during duty got jobs on humanitarian grounds. They were all selected and placed in different departments based on their qualification. The first step to distribute 30 acres of land in Madampakkam among the workers of Chennai Corporation for building houses was started.

Increase in Income:

Though expenditure was incurred for various schemes and welfare plans, Mayor Stalin also concentrated in increasing the income for the corporation. The following table shows the steady increase in the income for the Chennai corporation due to his course of action.
